1. Converting unproductive youth into well-organized, orderly and productive forces.

3. Involve unemployed youth in national development activities. Departmental Objectives:
A) To engage youth in the employment and self-employment arrangements through motivation, training, microcredit and other necessary assistance, as well as involve them at every level of the country's development process.
B) Organizing youth groups in different groups to help group development through private voluntary youth organizations.
C) Enhance the number of youth organizations at the local level and ensure their involvement in participatory development process.
D) Raising awareness about HIV / AIDS and STD awareness among the youth, mass education programs, disaster management, primary health care, environmental development, asset protection etc. and involvement in socio-economic activities, drug abuse, drug abuse.
E) Take the necessary steps to empower youth and participate in the decision-making process.
